Moscow will occupy 53 billion roubles

The authorities of Moscow plan to occupy in 2011 of 53 billion roubles, or twice more than in 2010, the head of department of the finance of a city of Moscow Yury Korostelev has told at session of the capital government.

In comparison with last year the budgeted deficit will be reduced on 25 billion roubles and in a postrecession year will constitute 100 billion. The budget statement thus provides incomes at a rate of more 1,1 trillion roubles, - Korostelev has told. The budget will turn out scarce as expenses are provided at a rate of almost 1,3 trillion roubles.

Such intense forecast for 2011 is connected with attraction of borrowed funds as the official has explained. Authorities of the capital are going to occupy 53 млрд roubles. The limiting volume of a central government debt of Moscow in 2011 is established in 371 billion roubles.

The program of loans of Moscow at a rate of 145 billion roubles from the beginning of year was reduced to 2010 some times, reports RIA Novosti news agency. In July head Moskomzajma Sergey Pahomov said that it can be reduced to 95,3 billion roubles.

In total amount of budget revenues of a city predicted for 2011 more than 80 % constitute two basic federal taxes: on profit and incomes of physical persons.

"It is clear that any changes in economy, both positive, and negative, influence these tax revenues. We have faced it in 2009 when the profits tax has decreased twice. During the current year in August it has decreased that has once again confirmed dependence of the budget of Moscow on an economic situation of the enterprises", - Korostelev has told.

In its opinion, "the forecast of the budget for 2011 is estimated as rather strained".
