On the way from Belgium to Moscow the son of the Chechen who have won against the Russian Federation in Strasbourg, and its companion was gone

Two natives of the Chechen Republic and Ingushetia, living in Belgium, were gone along the line from Belarus to Russia, reports "the Caucasian knot" referring to Remedial center "Memorial".

Ramzan Mahauri, the native of the Chechen Republic, 1982 year of birth, and Islam Borchashvili, 1979 year of birth, before departure abroad living in Ingushetia, were gone on August, 10th or 11 along the line from Brest (Belarus) to Moscow.

Some years Mahauri and Borchashvili with families live in Belgium. In the beginning of August, 2010 they have gone to Russia to visit the relatives in the Chechen Republic and Ingushetia. On August, 10th they were registered on the Belarus border and at 17:40 have got on a train, Brest following on a route - Moscow. On August, 11th Mahauri and Borchashvili should arrive on the Belarus station of Moscow and change on a train to Grozny, following at 14:33 from the Kazan station. According to relatives gone, on a train to the Chechen Republic Ramzan and Islam haven't sat down. Native tried to find independently them, but unsuccessfully.

As of August, 23rd a site of Ramzana Mahauri and Islama Borchavshili it was not possible to establish. As their relative, the inhabitant of Ingushetia has declared to "Memorial" Umar Darchiev, all close and native Ramzana live in Belgium, and native Islam doesn't have relatives in Moscow which could help them with search of the gone young men.

Let's note, mother of gone Ramzana Hedi Mahauri in the autumn of 2007 has carried case against the Russian Federation in the European court under human rights. On January, 21st, 2000 in Grozny Hedi Mahauri and two more women have been detained by the Russian soldiers, plundered and shot. Two women were lost, and Mahauri by miracle remained is live. On January, 24th, 2000 relatives have taken away it to Ingushetia. Two months it has conducted in hospital. As a result of wound at Hedi Mahauri the left hand has been paralysed.

The same year the woman has addressed for a legal aid in ПЦ "Memorial". Lawyers of the remedial center have prepared and have made the complaint in ЕСПЧ. ЕСПЧ has come to a conclusion that in business of Hedi Mahauri clauses of the European Convention on human rights protection and the basic freedom, including "the right to life" and "the right to legal protection effective remedies" are broken.

As marks "the Caucasian knot", on August, 13th in Stavropol two inhabitants of Ingushetia - 24-year-old Islam Evloev and 21-year-old Ahmed Gazdiev have been stolen. On August, 17th native Islam of Evloeva have reported to employees of remedial center "Memorial" that on August, 13th nearby 22:00 Islam and its relative Ahmed Gazdieva have detained in Stavropol near an entrance of the house 223 on Lenin's street where Evloev rented apartment. According to tenants of the house, near to young men white "Gazelle" without registration number has stopped. The machine left the armed people in masks and a camouflage which have forced Evloeva and Gazdieva to sit down in the car and have taken away them in an unknown direction.

Moscow will occupy 53 billion roubles

The authorities of Moscow plan to occupy in 2011 of 53 billion roubles, or twice more than in 2010, the head of department of the finance of a city of Moscow Yury Korostelev has told at session of the capital government.

In comparison with last year the budgeted deficit will be reduced on 25 billion roubles and in a postrecession year will constitute 100 billion. The budget statement thus provides incomes at a rate of more 1,1 trillion roubles, - Korostelev has told. The budget will turn out scarce as expenses are provided at a rate of almost 1,3 trillion roubles.

Such intense forecast for 2011 is connected with attraction of borrowed funds as the official has explained. Authorities of the capital are going to occupy 53 млрд roubles. The limiting volume of a central government debt of Moscow in 2011 is established in 371 billion roubles.

The program of loans of Moscow at a rate of 145 billion roubles from the beginning of year was reduced to 2010 some times, reports RIA Novosti news agency. In July head Moskomzajma Sergey Pahomov said that it can be reduced to 95,3 billion roubles.

In total amount of budget revenues of a city predicted for 2011 more than 80 % constitute two basic federal taxes: on profit and incomes of physical persons.

"It is clear that any changes in economy, both positive, and negative, influence these tax revenues. We have faced it in 2009 when the profits tax has decreased twice. During the current year in August it has decreased that has once again confirmed dependence of the budget of Moscow on an economic situation of the enterprises", - Korostelev has told.

In its opinion, "the forecast of the budget for 2011 is estimated as rather strained".

It is important, that an essence of pension reform was such pension of the citizen of Ukraine which would answer average indicators of EU and that average life expectancy of Ukrainians» has grown, - the head of the state has told.
He also has underlined that the authorities have in a short space of time restored the program of cooperation with IMF which has been interrupted owing to default of the obligations by the previous government.
By data for April of current year the average pension in Poland, for example, made «Mirrors of week» order of 4125 grivnas, in Finland - 14 246 grivnas, in Germany - 8590 grivnas, in Spain - 9010 grivnas, and in Lithuania - 2370 grivnas.
